China and Russia are Acquiring Gold, Dumping US Dollars

There is evidence that central banks in several regions of the World are building up their gold reserves. What is published are the official purchases.

A large part of these Central Bank purchases of gold bullion are not disclosed. They are undertaken through third party contracting companies, with utmost discretion.

US dollar holdings and US dollar denominated debt instruments are in effect being traded in for gold, which in turn puts pressure on the US dollar.

In turn, both China and Russia have boosted domestic production of gold, a large share of which is being purchased by their central banks:

It has long been assumed that China is surreptitiously building up its gold reserves through buying local production. Russia is another major gold miner where the Central bank has been purchasing gold from another state entity, Gokhran, which is the marketing arm and central repository for the country’s mined gold production. Now it has been reported by Bloomberg that the Venezuelan Central Bank director, Jose Khan, has said that country will boost its gold reserves through purchasing more than half the gold produced from its rapidly growing domestic gold mining industry.

In Russia, for example, Gokhran sold some 30 tonnes of gold to the Central Bank in an internal accounting exercise late last year. In part, so it was said at the time, the direct sale was made rather than placing the metal on the open market and perhaps adversely affecting the gold price.

China is currently the world’s largest gold producer and last year it confirmed it had raised its own Central Bank gold holdings by more than 450 tones over the previous six years. The 450 tons figure corresponds to an increase in the gold reserves of the central bank from 600 tons in 2003 to 1054 tons in 2009. If we go by official statements, China’s gold reserves are increasing by approximately 10 percent per annum.

China has risen to now be the largest gold producing nation in the world at around 270 tonnes. The amount bought in by the government initially looks like 90 tonnes per annum or just under, 2 tonnes a week. Before 2003 the announcement by the Chinese central bank that gold reserves had been doubled to 600 tonnes, accounted for similar purchases before that date. Why so small an amount you may well ask? We think local and national issues clouded the central bank’s view as it was the government that bought the gold since 2003 and have now placed it on the central bank’s Balance Sheet. Central Banks in the Middle East are also building up their gold reserves, while reducing their dollar forex holding.

Gold reserves of GCC states is less than 5 percent:

Dubai International Financial Centre Authority economists released a report yesterday calling for local countries to build gold reserves, according to The National.

GCC states should boost their foreign reserve holdings of gold to help shield their billions of dollars of assets from turbulence in global currency markets, say economists at the Dubai International Financial Centre Authority (DIFCA).

Diversifying more of their reserves from US dollars to the yellow metal would help to offer central banks in the region higher investment returns, said Dr Nasser Saidi, the chief economist of DIFCA, and Dr Fabio Scacciavillani, the director of macroeconomics and statistics at the authority.

“When you have a great deal of economic uncertainty, going into paper assets, whatever they may be – stocks, bonds, other types of equity – is not attractive,” said Dr Saidi. “That makes gold more attractive.”

According to a report in People`s Daily;

The latest rankings of gold reserves show that, as of mid-December, the United States remains the top country and the Chinese mainland is ranked sixth with 1,054 tons of reserves, the World Gold Council announced recently.

Russia climbed to eighth place because its gold reserves increased by 167.5 tons since December 2009. The top ten in 2010 remains the same compared to the rankings of the same period of last year. And Saudi Arabia squeezed to the top 20.

Developing countries and regions, including Saudi Arabia and South Africa, have become the main force driving the gold reserve increase. … .

The International Monetary Fund (IMF) and the European central bank are the major gold sellers, and the IMF’s gold reserves decreased by 158.6 tons. (China’s gold reserves rank 6th worldwide – People’s Daily Online

It should be understood that actual purchases of physical gold are not the only factor in explaining the movement of gold prices. The gold market is marked by organized speculation by large scale financial institutions.

The gold market is characterised by numerous paper instruments, gold index funds, gold certificates, OTC gold derivatives (including options, swaps and forwards), which play a strong role, particularly in short-term movement of gold prices. The recent increase and subsequent decline of gold prices are the result of manipulation by powerful financial actors.

The Virtual Economic Recovery

Since mid-2009 the US has been enjoying a virtual recovery courtesy of a rigged inflation measure that understates inflation. The financial Presstitutes spoon out the government’s propaganda that prices are rising less than 2%. But anyone who purchases food, fuel, medical care or anything else knows that low inflation is no more real that Saddam Hussein’s weapons of mass destruction or Gadhafi’s alleged attacks on Libyan protesters or Iran’s nuclear weapons. Everything is a lie to serve the power-brokers.

During the Clinton administration, Republican economists pushed through a change in the way the CPI is measured in order to save money by depriving Social Security retirees of their cost-of-living adjustment. Previously, the CPI measured the change in the cost of a constant standard of living. The new measure assumes that consumers adjust to price increases by lowering their standard of living by substituting lower quality, lower priced items. If the price, for example, of New York strip steak goes up, consumers are assumed to substitute the lower quality round steak. In other words, the new measure of inflation keeps inflation down by reflecting a lowered standard of living.

Statistician John Williams (shadowstats.com), who closely follows the collecting and reporting of official US economic statistics, reports that consumer inflation, as measured by the 1990 official government methodology has been running at about 5%. If the 1980 official methodology for measuring the CPI is used, John Williams reports that the current rate of US inflation is about 9%.

The 9% figure is more consistent with people’s experience in grocery stores.

Officially the recession that began in 2007 ended in June 2009 after 18 months, making the Bush Recession the longest recession since World War II. However, John Williams says that the recession has not ended. He says that only the GDP reporting, distorted by an erroneous measurement of inflation, shows a recovery. Other, more reliable measures of economic activity, show no recovery.

Williams reports that the economy began turning down in 2006, falling lower in 2008 and 2009, and bottom-bouncing ever since. Not only is there no sign of any recovery, but “the economic downturn now is intensifying once again.” The absence of an economic recovery “is evident in the [official] reporting of nearly all major economic series. Not one of these series shows a pattern of activity that confirms the recovery [shown] in the GDP series.”

Williams concludes that “the official recovery simply is a statistical illusion created by the government’s use of understated inflation in deflating the GDP.” In other words, the reported gains in GDP are accounted for by price increases, not increases in real output.

The result of the US government’s economic deception is the same as the deception Washington has used to start wars all over the Middle East. The government propaganda produces a make-believe virtual reality that bears no relationship to real reality. In history there have been many governments who have prevailed by deceiving the people, but Washington has moved this success to a new peak. As long as Americans believe anything Washington says, they are doomed.

It is easy to see why there is no economic recovery and cannot be an economic recovery. Look at the chart below (courtesy of John Williams,shadowstats.com).


Real median household income at the end of 2011 is back where it was in 1967-68. Moreover, Williams has deflated household income to get its real value by using the official inflation measure, which substantially understates inflation. If Williams had used the 1990 or 1980 official government methodology for calculating the consumer price index, the real median incomes of households would show a larger decline.

Moreover, the low 2011 real median household income is the summation, in most cases, of two household earners, whereas in 1967-68 one earner could produce the same real income. As Nobel economist Gary Becker, my former colleague as Business Week columnist, pointed out, when both husband and wife have to work in order to maintain the same purchasing power, household income from the wife’s in-kind household services is eliminated. Therefore, the monetary measure of the dual household income overstates income, because it is not adjusted for the lost benefits formerly provided by the wife who at home managed the household.

Americans are far more oppressed by the power brokers in Washington than statistics display. Moreover, the young are born into the oppressive, exploitative American system and do not know any different. They are fed by the Presstitute media with endless propaganda about how fortunate they are and how indispensable their wonderful country is. Americans are kept in a constant state of amusement, and many never grasp the loss of their civil liberties, job and career opportunities, and respect that the US won during the decades-long cold war with Soviet Communism.

On September 13, Federal Reserve Chairman Ben “Helicopter” Bernanke announced Quantitative Easing 3. Bernanke said that the recovery is weak and needs more Fed stimulus. He said the Fed will purchase $40 billion of mortgage bonds per month in order to drive interest rates further below the rate of inflation and help to sell more houses.

But how do you sell houses to households who are getting by with 1967-68 levels of real income and who have absolutely no job security? Their company can be taken over and offshored tomorrow or they can be replaced by foreign workers on H-1B visas. Housing prices have dropped, but not to 1967-68 levels.

Bernanke’s announcement that the Fed’s purchase of mortgage bonds is to spur housing and the economy is disinformation. Bernanke is purchasing the bonds in order to boost the values of the derivatives and debt instruments in the banks’ portfolios. Lower interest rates raise the value of the debt instruments on the banks’ balance sheets. By depriving American savers of a real interest rate on their savings, Bernanke makes the busted banks look solvent.

This is what is happening in “freedom and democracy” America. The vast majority of Americans, especially the retired, are forced to consume their savings and draw down their capital because they can get no real interest on their savings. The beneficiaries are the banksters, who can borrow at near zero interest rates, charge consumers 16% on their credit cards, and use the Federal Reserve’s largess to speculate on interest rate swaps and credit default swaps. The American taxpayers hold the bag for the banksters’ uncovered gambles.

Would you not gamble if the American taxpayers had to cover your bets, but your winnings were yours alone?

The future of the American political order is in doubt. The Bush and Obama regimes have so badly abused the Constitution and statutory law, that the America that Ronald Reagan left to us no longer exists. America is on the path to collapse or tyranny.

Suppose that a miracle produces an economic recovery. What becomes of the enormous excess bank reserves that the Federal Reserve has provided the banks?

If these bank reserves are used for expanding loans, the money supply will outstrip the production of goods and services, and inflation will rise.

If the Fed tries to take the excess reserves out of the banking system by selling bonds, interest rates will rise, thus destroying the wealth of bond holders and draining liquidity from the stock market. In other words, another depression that wipes out the remaining American wealth.

The Federal Reserve’s announcement of QE3 shows that the Fed will continue to create new money in order to protect the values of the insolvent banks’ questionable assets. The Federal Reserve represents the banksters, not the American public. Like every other American government institution, the Federal Reserve is far removed from concerns about American citizens.

In my opinion, the Federal Reserve’s purchase of bonds in order to drive down interest rates has produced a bond market bubble that is larger than the real estate and derivative bubbles. Economically, it is nonsensical for a bond to carry a negative real interest rate, especially when the government issuing the bond is running large budget deficits that it seems unable to reduce and when the central bank is monetizing the debt.

The bubble has been protected by the euro “crisis,” which possibly is more of a virtual crisis than a real one. The euro crisis has caused money to seek refuge in dollars, thus supporting the dollar’s value even while the Federal Reserve prints money with which to purchase the never-ending flow of the governments’ bonds to finance trillion dollar plus annual budget deficits–about 5 times the “Reagan deficits” that Wall Street alleged would wreck the US economy.

Indeed, the US dollar’s exchange value is itself a bubble waiting to pop. The sharp rise in the dollar price of gold and silver since 2003 indicates a flight from the US dollar. (The chart is courtesy of John Williams, shadowstats.com.)

The bond market bubble will pop if the dollar bubble pops. The Federal Reserve can sustain the bond market bubble by purchasing bonds, and there are no limits on the Federal Reserve’s ability to purchase bonds. However, the endless monetization of debt, even if the new money is stuck in the banks and does not find its way into the economy, can spook foreign holders of dollar-denominated assets.

Foreign central banks can decide that they want to hold fewer dollars and more precious metals as their reserves. Other countries, sensing the US dollar’s demise,


are organizing to conduct their trade without the use of the world’s reserve currency. Brazil, Russia, India, China, and South Africa intend to conduct their trade with one another in their own currencies. China and Japan have also negotiated to settle their trade balances with one another in their own currencies.

These agreements substantially reduce the use of the US dollar in international trade and, thus, the demand for dollars. When demand falls, so does price, unless the supply shrinks. But the Federal Reserve has announced, essentially, unlimited supply of US dollars. So we are faced with a paradox. The US dollar is supposed to remain valuable despite its enormous increase in supply.

In addition, China, America’s largest creditor and in the past a reliable purchaser of US Treasury bonds, holds some two trillion in dollar-denominated assets, primarily Treasury bonds. How is Washington treating its largest foreign creditor? Not with appreciation or deference. Washington is surrounding China with naval and air bases, interfering in China’s disputes with other countries, and bringing contrived actions against China in the World Trade Organization. Washington claims that US corporations are deserting the US not because of the lower cost of labor in China, but because of Chinese “subsidies” to the relocated US firms.

In my April 30 column, “Brewing a Conflict with China,” I wrote that Washington would like to substitute a cold war with China for the hot wars in the Middle East. The problem with the hot wars is the loss of superpower face from Washington’s inability to prevail after eleven years, and although the hot wars are profitable for the military/security complex, the wars don’t generate the level of profits that would flow from a high-tech arms race with China. Moreover, Washington believes that diverting Chinese investment from the economy into a military buildup would slow the rate at which the Chinese economy is overtaking the US economy.

What if instead of taking the bait from Washington, China targets Washington’s Archilles heel–the dollar’s role as reserve currency–and decides it is cheaper to dump one trillion dollars of US Treasury debt on the bond market than to commit to a 30 year arms race? To keep the price of Treasuries from collapsing, the Federal Reserve could print the money to buy the bonds. But if China then dumps the printed one trillion dollars in the foreign exchange markets, Washington cannot print euros, British pounds, Russian rubles, Swiss francs, and other currencies in order to buy up the dollars.

Frantic, Washington would try to arrange currency swaps with foreign countries in order to acquire the foreign exchange with which to buy up the dollars that, otherwise, will drive down the dollar exchange rate and destroy the Federal Reserve’s control over interest rates.

But if the Chinese don’t want the dollars, will other countries want to swap their currencies for the abandoned US dollar?

Some of Washington’s puppet states will comply, but the wider world will rejoice in the termination of Washington’s financial hegemony and refuse the offer.

Sooner or later the dollar will collapse from Washington’s abuse of the dollar’s role as reserve currency, and the dollar will lose its “safe haven” status. US inflation will rise, and US political stability, along with America’s hegemonic power, will wane.

The rest of the world will sigh with relief. And China will have defeated the superpower without an arms race or firing a shot.

Before anything else, I would like to apologize for the mess outside your office. It's been three weeks since all those hippies and punk-rockers and students and union members and working mothers and single fathers and airline pilots and teachers and retail workers and military service members and foreclosure victims decided to camp out on your turf, and I'm sure it has been quite an inconvenience for you. How is a person supposed to spend their massive, virtually untaxed bonus money on a double latte and an eight-ball with all that rabble clogging the sidewalks, right?

Your friends at JP Morgan Chase just donated $4.6 million to the New York City Police Foundation, the largest donation ever given to the NYPD. You'd think that much cheese would buy a little crowd control, but no. Sure, one of the "white shirt" commanding NYPD officers on the scene hosed down some defenseless women with pepper spray the other day, and a few other protesters have been roughed up here and there, and having any kind of recording device has proven to be grounds for immediate arrest, but seriously...for $4.6 million, you'd think the cops would oblige you by bulldozing these troublemakers right into the Hudson River. Better yet, pave them over with yellow bricks, so you can walk over them every day on your way in to work.

That's what you do anyway, right? Every single day. I know it. You know it. We might as well be honest about it, and if some shiny golden bricks wind up serving as anonymous tombstones for your working-class doormats, well, that's just what they call in Wisconsin "hard cheese." You're a Master of the Universe, after all, and this recess(depress)ion hasn't touched you to any great degree. Sure, you have to shoulder your way through more homeless people these days, and damn if there aren't a lot more potholes to tax the undercarriage of your Audi R8 GT, but your money is making money at a fantastic rate, and paying taxes is for other people; I mean, come on, your accountant bursts out laughing whenever he hears the words "capital gains tax," so your egregious sense of entitlement is entirely understandable.

Now is the time to bone up on your coping skills, because three weeks is nothing. The people camped out on Wall Street are not leaving unless and until they are cleared out by force. They look all kinds of silly in their outfits, and some of their statements don't make a whole lot of sense to people like you, but they have put down roots, and you better get used to them. I'm sure the whole phenomenon is quite perplexing to you - really, why don't they just go home? Don't these people have jobs?

I hate to be the Irony Police, but that's pretty much the whole point. They can't, and they don't. Have homes and jobs, I mean. There was a guy out there a few days ago holding a sign in front of a mortgage-lending institution that read "These People Took My Parent's Home." There are all sorts of people walking around Wall Street yelling their lungs out at you because, well, they really would like the opportunity to find gainful employment, as well as a future, but that nifty shell game you and yours pulled off (on our dime) wound up immolating the economy of the common man/woman, and so the common man/woman has decided - in lieu of anything else better to do - to spend their you-created idle hours on your doorstep.

Let's face it: the mess outside your office is your doing. You and your friends bought this democracy wholesale - ah, yes, the irony of freedom is found in the way you were able to corrupt so many legislators with your money, always legally, because the legislators you bought are the ones writing the laws covering political contributions, and thus the wheel of corruption turns and turns - and now you want this democracy to do your bidding after the bill for your excess and fathomless greed has come due.

You are always taken care of - see the Citizens United decision, which unleashed you in a way not seen since the dregs of the Roman empire - but, still, there are those pesky protesters, exercising their freedom of expression in order to expose you for the brigands that you are.

They're staying put, with many more on the way - to New York as well as every major city from sea to shining sea - and none of them are going anywhere else until people like you are taken from your citadels in handcuffs and made to pay for the ongoing rape of what was once quaintly called the American Dream...a dream that used to be something other than a dated metaphor, and can be something true and real and genuine once again, but only after we pave you under, and walk over you, on our way to a better, brighter future.

Geithner should resign as treasury secretary

The biggest headline in the news so far this week has been S&P's decision to downgrade their U.S. credit outlook to negative. After S&P made their announcement, almost everybody in the mainstream media proclaimed it to be a "wake up call" for the U.S. government, saying that if they don't make a real effort to cut the budget deficit, a fiscal disaster awaits. Despite lowering the U.S. credit outlook to negative, S&P left the U.S. credit rating at AAA.
 
The real story in the media this week should be, how is it possible that the U.S. credit rating remains AAA? After all, AAA is the highest rating possible. Shouldn't a AAA credit rating be reserved for countries with budget surpluses, low levels of debt, and low levels of price inflation? Treasury Secretary Timothy Geithner was quick to say after S&P's announcement that there is "no risk" of the U.S. losing its AAA rating. NIA respectfully asks Mr. Geithner to resign from office for making those comments. How could there be "no risk" of the world's largest debtor nation losing its AAA rating?
 
As NIA first exposed in its critically acclaimed documentary 'Meltup', S&P, along with Moody's, rated mortgage-backed securities AAA during the mortgage crisis that didn't just decline in value, but went to zero. In our opinion, the credit ratings agencies have absolutely no credibility left and will be out of business in a few years. S&P and Moody's still rate U.S. debt AAA because they fear the negative backlash that would come immediately if they lowered its rating, which would undoubtedly include calls from members of Congress to take away their licenses to be ratings agencies in this country.
 
NIA believes the U.S. credit rating should be junk. Including unfunded liabilities and the backing of Fannie Mae/Freddie Mac, the U.S. currently has a real national debt that is five times higher than our GDP. There is no chance of the U.S. ever paying back its debts without printing the money and creating hyperinflation. There is no chance of the U.S. ever balancing its budget, without eliminating the so-called untouchable entitlement programs like Social Security, Medicare, and Medicaid.

Our nation has reached a point where it is paying out 90% of the money it raises each month from the sales of U.S. treasuries, just to pay back the holders of maturing U.S. treasuries their principle and interest earned. The U.S. needs to continuously sell larger amounts of new debt, just to stay afloat, so there is no conceivable way that any unbiased organization can possibly give the U.S. a credit rating of AAA. The only reason we haven't defaulted on our debts is the Federal Reserve's ability to create monetary inflation and the world's willingness to hoard U.S. dollars due to its status as the world's reserve currency.
 
Despite the euro-zone debt crisis with nations like Greece defaulting on their debt, over the past ten years, the U.S. dollar has fallen from being 70.7% of foreign exchange reserves down to 61.4%, while the Euro has risen from being 19.8% of foreign exchange reserves up to 26.3%. The other currency category, which includes currencies like the Canadian dollar and Australian dollar, has risen during the past decade from 1.2% to 4.4%. The world is clearly diversifying out of the U.S. dollar.
 
Not only is the demand for dollars declining as a percentage of foreign exchange reserves, but there are now calls for our largest creditor nation China to reduce their total foreign exchange reserve holdings. China's foreign exchange reserves have increased by $200 billion this year to over $3 trillion and are mostly invested in U.S. dollars. Zhou Xiaochuan, governor of the People's Bank of China, said this week that, "Foreign exchange reserves have exceeded our country's rational demand, and too much accumulation has caused excessive liquidity in our markets, adding to the pressure of the central bank's sterilization." In other words, China is likely to begin selling their U.S. dollar reserves and accumulating real assets like gold and silver with this money. The biggest ever rally in precious metals is just around the corner, which means the U.S. dollar's purchasing power is about to plummet.
 
NIA constantly receives emails asking us if Paul Ryan's proposed budget were to be implemented instead of Obama's, would the U.S. be able to prevent hyperinflation. The truth is, both Obama's budget and Ryan's budget would leave us with just about the same national debt five years from now. The constant battles between the Democrats supporting Obama's budget and the Republicans supporting Ryan's budget are simply being used to distract Americans from the real issue, the Federal Reserve's monetization of our debt and the record $1.4 trillion in excess reserves that are currently parked at the Fed.

The Federal Reserve's balance sheet has just reached a record $2.65 trillion. However, excess reserves parked at the Fed are now rising even faster than the Fed's balance sheet. NIA believes that come later this year, the Federal Reserve is likely going to stop paying interest on excess reserves banks have parked at the Fed, in an effort to push this money into the economy. This high-powered money will multiply by as much as ten times as it circulates throughout the U.S. economy, increasing our money supply by $14 trillion. A rapid increase of our money supply by $14 trillion could potentially cause a run on the dollar, with the world rushing to dump their U.S. dollar reserves for just about any real asset they can get for them.
 
Inflation is beginning to spiral out of control even by the U.S. government's artificially low calculations. The Bureau of Labor Statistics just reported that the consumer price index (CPI) rose in March by 2.68% over a year ago, compared to the February increase of 2.11% and the November increase of 1.1%. Year-over-year CPI increases have risen 144% since November as a direct result of the Fed's destructive policies, yet the Fed continues to say that inflation is not a problem. Even though inflation is now way above the Fed's informal inflation target of 1.5% to 2%, the Fed continues to ignore the CPI and only looks at core-CPI, which excludes food and energy and is mainly based off of rents. All gains in U.S. retail sales are now solely due to inflation and all U.S. economic growth is phony. Any temporary decline in the unemployment rate is only a result of the distortions caused by the Fed's printing of money.
 
Gold has just surpassed $1,500 per ounce and silver has now broken $45 per ounce. These latest movements in gold and silver prices indicate that there is a major risk of hyperinflation breaking out as soon as the second half of 2011. Average U.S. gas prices are now $3.84 per gallon and are rapidly approaching the all time high of $4.12 per gallon from June of 2008. Unlike 2008, there are no leveraged up hedge funds buying oil futures contracts today. Oil prices are rising as a direct result of the Federal Reserve's zero percent interest rates and quantitative easing. Unless the Federal Reserve acts now to dramatically raise interest rates, $5 per gallon gas is possible by the end of 2011.

When gas prices reach $5 per gallon, there won't be a drop off in demand. It will only encourage the Federal Reserve to print more money so that Americans can afford $5 per gallon gas, which could push gas prices to $6 or $7 per gallon in 2012. Saudi Arabia is reducing oil production because they have to, their oil reserves have been overstated by 40% and they are past peak oil production. As bad as rising gas prices are for all Americans, they will be hurt by rising food prices even more. Inventories of gas are not as tight as food inventories, which are now at record lows for such agricultural commodities as corn. NIA has been warning about low agriculture inventories since its first documentary 'Hyperinflation Nation' and accurately predicted this past year's record rise in agricultural commodity prices in its October 30th, 2009, article "U.S. Inflation to Appear Next in Food and Agriculture".
 
NIA predicts the next major inflation crisis will be in college tuition prices. We are about to experience a record rise in student loan defaults as a result of rapidly rising food and gas prices. College tuitions are the one area of the U.S. economy, besides healthcare, that did not experience any decline during the financial crisis of 2008. Despite rapidly rising college tuition prices, the value of a college degree is declining at an even faster rate. NIA believes that by the year 2020, we will conservatively see 20% of American colleges and universities close its doors with enrollments in remaining colleges and universities declining by between 15% and 30%. Cameron unveils major privatization plans


Private firms could be encouraged to take over almost all public services under plans being put forward by prime minister David Cameron.

The PM said a "complete change" is needed in the public sector to improve standards for users.
He said a presumption that private firms, voluntary groups and charities were allowed to run services would free the Government up from repeated legislation.
Due to be outlined in a White Paper within the next fortnight, the plans could allow non-public providers to run schools, hospitals and council services, like parks and adult care.
Mr Cameron's article in The Daily Telegraph said outside providers would be offered payment-by-results contracts, increasing their earnings as the quality of services improve.
The PM wrote: "We will create a new presumption - backed up by new rights for public service users and a new system of independent adjudication - that public services should be open to a range of providers competing to offer a better service.
"Of course, there are some areas - like national security services or the judiciary - where this wouldn't make sense. But everywhere else should be open to real diversity."
Mr Cameron said the changes would release the public sector from "the grip of state control", ending the era of "old-fashioned, top-down, take-what-you're-given" services.
While the Government hopes the plan will reduce bureaucracy, improve quality and save money, it is certain to be opposed by Labour, the unions and many users of public services.
Critics of privatisation claim private firms inevitably prioritise financial concerns above the quality of public services.

Food poverty on the rise in the UK

But there is a new phenomenon being reported by the foodbanks which throws light on life in Britain for many today. They say their biggest growing cohort of people coming for help getting food on the table are people who either have an income, or people in a household where there is an income.
In-work poverty was a growing phenomenon in the UK – the latest estimate is that 53 per cent of working age households in poverty have at least one working adult. This is around 2.3m households, after factoring in housing costs. What the foodbank experience suggests is that these individuals are finding they plummet into crisis situations suddenly and more frequently.
One woman who has been forced to use the foodbanks in Salisbury told Channel 4 News: "Because I've always worked, I never expected to be in that position where I would be so grateful for somebody else giving us some food."




Crisis situation
Other factors that seem to trigger crisis situations for the working poor are self-employed individuals whose income is erratic, and workers forced onto lower working hours by their employers.
The latest National Institute of Economic and Social Research revealed that 97 per cent of the jobs created since the recession ended are part-time.
But the Department for Work and Pensions' figures breakdown seems to show that 1.2m of them actually wanted to work more hours but were being kept at lower working hours to keep the company ticking over or to keep company costs down. As unemployment figures underline, it's not the right time to go hunting in the job market, so people stay put and hope for better times.
For some needing food parcels the problem is accumulated debts and credit card payments eating into their disposable income. The personal debt figures for the UK tell you how widespread that must be. What all said was that the costs of petrol, food and rent – the basics – are having a lethal effect.
Political Editor Gary Gibbon said: "Tax credits don't seem to protect these people. The market doesn't want to pay them at the rate for the hours they want to work. Politicians have told workers that getting into work is the promised land, but what if it isn't? And what if the economic recovery doesn't float all boats?"
